What is a personal pronoun?
First of all, an English personal pronoun is meant for a person, animal or thing and is used as a substitute to a noun, so to speak. This is done for the reason that you probably want to avoid repeating a noun in a text more often. Thus, such a personal pronoun can be used both as a subject and as an object. Consequently, there is a subject form and an object form.
Use and Formation of Personal Pronoun
Basically, there is no proper formation because there are only the few forms that you can incorporate into your sentences. Thus, it is not very difficult to use the English personal pronoun and at the same time your texts will get a better style.
The subject forms:

Exceptions when using the English personal pronoun:
As it’s often the case in English, there are few exceptions to the use of the English pronouns.
- In a short sentence where there is no verb, the object form is always used.
- Furthermore, the object form is always used in a comparison.
- Last but not least, the object form is used for questions instead of the subject form.
